LLC VOLGA-AVTOMATIKA Research and Production Company expresses its gratitude to you and to the Pozhneftehim Group of Companies employees for the development of special technical conditions (STC) to design and construction of facilities as part of the bottom-hole pumping unit (GNE) at the main production site of OJSC Slavneft-YANOS.

Your experts assessment of the conformity of pre-design solutions to the requirements of regulatory documents showed that for the GNE design, a number of fire safety requirements are not available and forced deviations were allowed. The STC were updated with missing conditions, including those for the master plan (fire distances between existing and planned facilities, ensuring the activities of fire departments), requirements to fire protection systems and measures to ensure fire safety of the production process.

Due to the fact that the STC contained conditions that fully reflected the design and construction features of the facility, as well as reasonable and economically viable compensatory measures, the STC were agreed by the customer and at the first try approved by the General Directorate of the Ministry of Emergencies of Russia for the Yaroslavl Region and the Ministry of Construction and Housing and Communal Services of the Russian Federation.

Please be advised that in the 1st quarter of 2018, when installing the foam fire extinguishing system at one of the facilities in St. Petersburg, in the process of refueling and commissioning the bladder tank, our experts had questions that the bladder tank supplier could not answer, and LLC Pozhneftehim specialists (despite the fact that the bladder tank was not of their manufacture) provided the necessary advice and well-compiled instructions for refueling the bladder tank, which helped us refueling the bladder tank ourselves.

LLC Velesstroy has been cooperating with LLC Pozhneftehim since 2009. LLC Indeed-Project

LLC Pozhneftekhim, by order of LLC Indeed-Project, in a short time (during the 1st quarter of 2014) completed an adjustment of the 1st stage design documentation for the object “Reconstruction of the Federal State-Funded Industrial Complex Utes of the Office of the Federal Agency for State Reserves in the Volga Federal District. Reconstruction of technological facilities of the oil tank farm".

When adjusting “Section 9 Fire Safety Measures”, the concept of the facility fire protection was completely upgraded (foam fire extinguishing and water cooling installations were developed instead of gas fire extinguishing), the entire project was examined for compliance with applicable fire safety standards, and support was provided when considering the project in State Expert Examination (until a positive conclusion is received).

Based on the results of the work completed, I recognize the competence of the LLC Pozhneftehim specialists in the issues of foam fire extinguishing and water-cooling of oil storage and transportation facilities, the speed of resolving issues and I propose to arrange this organization core activities in the future.

OJSC State R&D Institute of VT Lenaeroproekt

Open Joint-Stock Company Lenaeroproekt Design and Research Institute of Air Transport expresses gratitude to LLC Pozhneftehim for fruitful cooperation in designing automatic fire extinguishing installation for the Hangar complex to accommodate two CRJ-200 aircraft (Gulfstream VSP, ATR 42, ATR 72) at the Roshchino airport (Tyumen).

The design department of LLC Pozhneftehim participated in the development of the technological part of the fire extinguishing installation, advised on the equipment and regulatory features of the foam concentrate dosing systems, provided technical support in coordinating design decisions with the FAU Main State Expertise (Glavgosekspertiza) of Russia. The design department staff developed the drawings and responded to requests professionally, in the shortest time possible.

The professional level of LLC Pozhneftehim engineering and technical personnel allowed the use of new technology, special equipment and machinery for the automatic installation of fire extinguishing of a hangar without developing special technical conditions.

The design documentation that used the LLC Pozhneftehim solutions and equipment received a positive conclusion from the FAU Glavgosekspertiza of Russia.

OJSC Slavneft-YANOS

Taking into account the Company’s long-term development plan, OAO Slavneft-YANOS in 2013 made it necessary to expand and reconstruct loading racks (methanol and liquefied hydrocarbon gases), which, according to the current regulatory documents on fire safety, cannot be implemented in existing locations.

LLC Pozhneftekhim, at our request, found technical solutions that met requirements of scientific and technical documentation (STD), developed and agreed in the prescribed manner (including the Ministry of Construction and Housing and Communal Services of the Russian Federation) Special Technical Conditions for fire protection of reconstructed objects, which will allow reconstruction of existing overpasses, to perform work in a shorter time and with significant cost savings.

OJSC Slavneft-YANOS plans to continue using Pozhneftehim LLC services, if necessary, when resolving complex regulatory issues regarding fire safety.
